        <![CDATA[<p>Brothers and Sisters,</p>

<p>My name is Anas Haryanto, I work in Alila Hotel Jakarta as a butcher in Kitchen Department. On the 3rd FSPM Congress, back in April 2005, I was elected as President of FSPM, a federation of Workers’ Union in Hotel, Restaurant, Plaza, Apartment, Food Retail, Catering and Tourism in Indonesia.</p>]]>
        <![CDATA[<p>I believe that FSPM is a name that is very close to your heart. A federation which formed in September 2000 and went through a very difficult dispute only 2 months after it formed, which is Shangri-La Jakarta Case.</p>

<p>For 3 years after its establishment, this federation didn’t show any development due to Shangri-La case. And without support and solidarity that each of unions in this room has contributed, this federation could not possibly have survived.</p>

<p>When you showed solidarity action toward Shangri-La workers, you could never know that at the same time you were contributing to the development of an independent and democratic icon of union for all of Indonesian workers.</p>

<p>Through this best opportunity, I, on behalf of my members, general council, executive committee and women committee of FSPM would like to convey our gratitude for the solidarity actions, financial support and prayers for the Shangri-La workers. We thank you most of all for giving us, the hotel and restaurant workers in Indonesia, the opportunity to build a union for the future for our interests. </p>

<p>We would especially like to convey our thanks and respect to Bro. Ron Oswald, and to our teacher, friend and comrade in struggle, Bro. Ma Wei Pin. He has given all his time, his thoughts, his life to us, something which our federation will always remember. </p>

<p>From the beginning, IUF and 9 local unions in 2 cities had to decide what was the most appropriate strategy for Indonesia, after the country was freed the regime of the Suharto dictatorship in 1998. Suharto had been in power for 33 years.</p>

<p>It would have been easy just to affiliate the unions which were already there, which had been created when Suharto was in power. But IUF Asia Pacific took the view that such a strategy would not bring the change that was really needed by the workers of Indonesia, especially in IUF’s jurisdiction.</p>

<p>For that reason, IUF decided to take a longer and more difficult road – that is to assist Indonesian workers to organise and build a new federation. The first stage of the orgaising work was to decide: where to start, what issues should be put as organising tool, How big the scoup should be, and how, what way do we have to take.</p>

<p>Result from long discussion over strategic planning, we decided to start from Grand Hyatt Jakarta Hotel Union, because it’s located in the heart city of Jakarta and the local union has many influence to the rest of hotel sector in Jakarta.</p>

<p>To work focus in the islands of Java and Bali where the most population and tourism industry are located, and to take wage and service charge issues as a main organising tool and enlarged the capacity of Grand Hyatt Jakarta Local Union to be an alliance and front liner on the organising work and to be a promotor for the significance of having an independent and democratic tourism workers’ movement.</p>

<p>Every plan will never gone through as we expected. Every one of us has to be able to adapt for whatever possibly happen. In the case of organising hotel workers, our strategic plan was interupted by Shangri-La case. For what, at the end of the day has given us opportunity to show the work of internasionalism and bringing evidence and facts to ensure Indonesian workers of the importance of being part of International Federation such as IUF. In that stage, we could even put IUF as an organising tool to address participation of workers and increasing membership of FSPM.</p>

<p>Now, FSPM has growing in a very fast track. Surely, there are a lot of work in every development. There always be a new local union wants to joint FSPM every week or month. But then we have to work even harder to consolidate the federation, to increase the capacity of secretariat and to expand the level of leadership and every committee in FSPM.</p>

<p>If you doubt in how IUF’s way and work could deliver the result, then FSPM and its’ development can testify as prove. It is working, and still will be needed for the power of workers’ movement both in international and national level in our future.</p>

<p>Our federation could not have existed without IUF, without all the unions from Latin America to Africa, from North America to Australia. Without unions in Sweden, Belgium and Japan. Only by taking the IUF path, have we had success in our struggles. We ask for the opportunity in the next few years to become, in the future, a federation which is truly strong, independent and democratic as you all would expect.</p>

        <![CDATA[<p>The first sessions this morning are entitled "<strong>Organizing - our common priority</strong>" and will feature speakers from Russia, Kyrgyzstan, the USA, Indonesia, Germany and Colombia.  </p>

<p>Following the adoption of several resolutions (Sri Lanka, West Bengal, etc. - details to follow), the first speaker was Kirill Buketov from the IUF's Moscow office, who spoke about the challenge of organizing workers in the former Soviet Union.</p>

<p>He was followed by Kumushbek Mambetov, president of the AWU in Kyrgyzstan, who addressed problems faced by his union in the largely rural, mountainous former Soviet republic, where the privatization of agricrulture led to a massive decline in union membership among small farmers.</p>

<p>Mark Lauritsen of the UFCW in North America spoke about <a href="http://www.smithfieldjustice.com/">the struggles at Smithfield</a>, one of the world's largest meat manufacturers, which seems intent upon exporting its low-wage, anti-union model to Europe.</p>

<p>Adela Torres of SINTRAINAGRO (Colombia) closed the session.</p>

<p>Delegates are now responding and discussing the issues raised.</p>

<p>The second session featured speakers from Germany, Indonesia and North America.</p>

<p>Franz-Josef Mollenberg from NGG (Germany) spoke about NGG's organizing strategy.</p>

<p>Anas Haryanto, president of FSPM (Indonesia) emphasized the key role played by the IUF and international solidarity, which he said were essential to the union's survival and growth.</p>

<p>Bruce Raynor, president of UNITE HERE, talked about organizing hotel workers, private equity, and other issues facing unions in North America and around the world.</p>]]>

        <![CDATA[<p>In an extraordinary session of the IUF Congress, participants have had the chance to listen to a panel including -- perhaps for the first time at a global trade union event -- the chief executive officer of a major transnational corporation.</p>

<p>The panel, moderated by BBC journalist Paul Mason, included Sharan Burrow (president of the <a href="http://www.actu.asn.au/">Australian Trade Union Congress</a> and the <a href="http://www.ituc-csi.org/">International Trade Union Confederation</a>), Graciela Camano (vice president of the <a href="http://en.wikipedia.org/wiki/Argentine_National_Congress">Argentinian Parliament</a> and former Labour Minister) and Franck Riboud, CEO of <a href="http://www.danone.com/">Danone Group</a>, one of the world's largest corporations and a key player in the food sector.</p>

<p><img src="http://www.iuf.org/images/burrow.jpg" hspace="10" align="right" />Sharan Burrow (pictured) commented on IUF documents distibuted at the congress, urging unions to go further than what they have done so far, and stressing the key role to be played by global unions -- including organizing workers in countries where there are no unions today.</p>

<p><img src="http://www.iuf.org/images/riboud.jpg" hspace="10" align="left" />Franck Riboud (pictured) spoke about the importance of there being <strong>"strong trade unions"</strong> around the world, and cited Danone's largely positive experience with the IUF, having signed several joint agreements.  When asked what would be the one thing he would like to change, Riboud spoke about having managers in different countries who shared his vision -- and who were willing to work closely with unions.</p>

<p><strong>Adwoa Sakyi</strong> from the General Agricultural Workers Union of TUC (Ghana).  Adwoa spoke about the challenges of organizing women workers.</p>

<p><strong>Therese Hulthen</strong> from HRF, the Swedish hotel and restaurant workers union.   Therese spoke about her impressions of the IUF congress, including the women workers' conference which preceded it.</p>

<p><strong>Teresa Mackay</strong> from the Transport and General Workers Union in Britain -- a lay member involved in the rural and agricultural sector-- speaking about issues concerning those underpaid workers.</p>

<p><strong>Hemasari Dharmabumi</strong>, from the IUF Asia and Pacific Indonesia Project Office, speaking about struggles to organize hotel workers in Indonesia -- from the historic Shangri-La dispute up to the current struggle to organize the Hyatt chain.  The interview ends with an appeal for global solidarity with the Hyatt workers.</p>

<p>The 25th IUF Congress meeting in Geneva, March 19-22, 2007</p>

<p>NOTES WITH CONCERN the increased use of precarious employment practices by employers in all IUF sectors throughout the world, involving:</p>]]>
        <![CDATA[<p>· outsourcing, contracting-out or subcontracting;<br />
· casualization, contractualization or fixed-term contracts;<br />
· use of labour agencies or labour-only hiring;<br />
· hiring of temporary or contingent workers;<br />
· abuse of seasonal and probationary employment and traineeships;<br />
· falsely designating workers as “self-employed” or “independent” contractors.<br />
FURTHER NOTES that these precarious employment arrangements are used to:<br />
· undermine workers’ collective interests by attempting to divide workers and<br />
undermine union strength in the workplace;<br />
· evade employer responsibility;<br />
· deny workers the right to employment security;<br />
· deprive a growing number of workers of the benefits won by trade unions,<br />
including decent wages and safe working conditions;<br />
· undermine the employment standards and employment security of union<br />
members;<br />
· roll back decades of trade union gains.<br />
In this context the Congress RECOGNIZES that precarious employment practices<br />
are a trade union rights issue, having a direct and far-reaching impact on union<br />
membership levels and the collective bargaining power of trade unions.<br />
Congress also NOTES that in many countries governments are complicit in this<br />
assault on trade union rights and collective bargaining power by implementing<br />
changes to laws and regulations that encourage the long-term abuse of precarious<br />
employment practices, thereby dismantling the legal right to employment security.<br />
The 25th Congress therefore CALLS UPON affiliates in all IUF sectors to:<br />
· take a pro-active stance in confronting the spread of outsourcing, casualization<br />
and other precarious employment practices by treating this as an assault on<br />
trade union rights;<br />
· educate their members about the threat posed by precarious employment<br />
arrangements and the need to organize those workers hired under such<br />
arrangements;<br />
Item 16: Draft Resolutions / 31<br />
IUF 25th Congress, Geneva, March 19-22, 2007<br />
· negotiate restrictions on precarious employment arrangements in the<br />
workplace and incorporate ‘best practice’ clauses in Collective Bargaining<br />
Agreements;<br />
· intervene politically to resist changes to laws and regulations that facilitate the<br />
expansion of precarious employment and, where such changes have already<br />
been introduced, mobilize to exert pressure on governments to introduce laws<br />
that restrict precarious employment and protect the right to employment<br />
security;<br />
· communicate information on precarious employment practices, employer<br />
strategies, collective bargaining gains and organizing victories to the IUF<br />
Secretariat so that this can be shared with all affiliates on a regular basis;<br />
· actively participate in the global campaigns and international solidarity actions<br />
against outsourcing and casuzalization coordinated by the IUF Secretariat,<br />
especially where common employers or employers that are standard-setters in<br />
the industry are targetted.<br />
Congress also MANDATES the IUF Secretariat to:<br />
· facilitate the exchange of information between affiliates concerning<br />
company/employer practices, best practice clauses in Collective Bargaining<br />
Agreements, bargaining wins, and campaign victories against precarious<br />
employment;<br />
· assist affiliates in developing political strategies to fight for legal changes that<br />
will restrict precarious employment and defend employment security and trade<br />
union rights;<br />
· provide strategic support to affiliates that are organizing workers employed<br />
under precarious work arrangements and campaigning to defend their right to<br />
join unions;<br />
· develop educational tools and organizing resources (similar to the IUF manual,<br />
Outsourcing & Casualization in the Food & Beverage Industry: The Threat to<br />
Workers and Unions & Union Strategies for Fighting Back) relevant for each<br />
IUF sector;<br />
· coordinate global strategic organizing and global campaigns specifically<br />
targetting the use of precarious employment practices by common<br />
employers/transnational companies that are industry leaders;<br />
· incorporate restrictions on precarious employment practices in negotiations<br />
with transnational companies;<br />
· continue and expand global organizing initiatives such as CAFE, targetting the<br />
outsourced workforce in IUF sectors;<br />
· increase the capacity of the Secretariat to research, monitor and target those<br />
labour hiring agencies, subcontractors, logistics firms, and service-providers<br />
that are becoming significant employers in the IUF sectors.</p>]]>

<p>Defining Food Sovereignty as the right of people to define their own sustainable policies and strategies for the production, distribution and consumption of food, to guarantee food for the whole population.</p>]]>
        <![CDATA[<p>Observing<br />
- That economic openness consolidated a model of exclusion and disposal of the<br />
national wealth, where imports increased unemployment and crushed national<br />
industry.<br />
- That countries which in the past were self-sufficient in food are now desperate to<br />
obtain foreign currencies to pay for imports of agricultural products.<br />
- That the ruling agrarian development model, based on export-oriented monocultural<br />
agro-business has driven a process of concentration of land and income.<br />
- That in the name of “modernity and productivity”, it is encroaching on public land,<br />
areas occupied by traditional populations and family farmers, causing extremes of<br />
social exclusion and poverty.<br />
- That to this must be added the severe degradation of the environment by the<br />
indiscriminate use of pesticides and because the estate in its thirst for further<br />
expansion is extending the boundaries of agriculture to the detriment of woods and<br />
forests.<br />
- That the inherent brutality of the model and its new methods, together with the<br />
impunity that reigns in the rural environment, causes thousands of murders - as is the<br />
case in Brazil - and millions of displaced persons, as happens in Colombia.<br />
- That to this background of violence, we must add the excessive exploitation of<br />
labour, the precariousness of work including its most abhorrent forms, such as slave<br />
labour.<br />
- That the mass planting of the African palm and eucalyptus in Latin America, Asia<br />
and Africa is causing the extinction of thousands of jobs, degradation of the<br />
environment, a general exhaustion of natural resources and extermination of family<br />
farming.<br />
- That the production of bio fuels based on sugar cane, the African palm and soya, is<br />
giving rise to an intensive process of agrarian counter reform.<br />
Resolves<br />
- To promote the idea, aims and challenges of fighting to protect Food Sovereignty.<br />
- To strengthen and intensify the fight for Agrarian Reform, while at the same time<br />
taking action to defend and strengthen Family Farming, preserve the environment,<br />
combat violence and impunity in rural areas and pursue decent standards of living<br />
and working conditions.<br />
- To make a vital contribution to the development of an Alternative Project for<br />
Sustainable Mutual Rural Development, developed and implemented by farmers’<br />
and farm workers’ trade unions and organizations.<br />
- To reflect and act on the impact on the world of work, society and the<br />
environment of African palm plantations in their new role as a source of bio fuels,<br />
eucalyptus for the paper industry and sugar cane for the production of ethanol.</p>]]>
