Coca-Cola Philippines caught lying about smuggled sugar imports

The Philippines Bureau of Customs has ruled that Coca-Cola deliberately mislabeled refined sugar imports as "premixes". Premixes carry zero duty tariff while refined sugar is subject to a 38 percent tariff. 
So Coca-Cola has been technically smuggling sugar and lied about it when caught.
These sugar imports by Coca-Cola are so massive that it has depressed domestic sugar prices.
The decision against Coca-Cola follows mass protest actions organized by Sugar Watch over the past two years. Sugar Watch claims that the huge volume of importation of premix by Coca Cola affects the livelihood of the more 2 million sugar workers dependent on the sugar industry.
