根据ITUC 最近发布的一份报告,过去十几年,在缩小男女工资差别方面丝毫没有进展。(时光凝固:男女工资差别十年未变)。

在43个国家进行的研究显示,男女工资差别在斯洛文尼亚的4%与赞比亚的46%之间,全球平均是20%。差别最大的行业领域往往也是工会最少、工资最低的,例如酒店、餐厅、农业等。

另外一项发现证实了女性持续受歧视的原因是家庭责任的关系。大多数男工即便已经40岁,仍能获得一点养育孩子的额外费用,而女工却要承受“孩子的惩罚”,这种惩罚影响绝大多数30-39岁这个年龄段的女工, 养育孩子使得一半女工的工资水平大幅度降低。

工会要认真采取行动,制止雇主继续歧视女工,现在正当其时。《国际劳工组织第100号关于同工同酬的劳工公约》以及《第111号关于非歧视的建议》应当成为工会与雇主谈判中不可缺少的部分,它们不仅是在国际劳工组织大会上提出的重要劳工公约,而且也是很有希望获得批准的两项公约,目前已经分别有168和169个国家批准了这两项公约。
